In-product updates no longer work in Workstation or Fusion due to changes in Broadcom’s policies and software distribution servers. To upgrade to 17.2.5 or later, download the Workstation installer version you want to upgrade to from Broadcom’s support portal and use that to upgrade.
That being said, if you’re looking to upgrade to 16.2.5, you’re going to have problems. You’re not going to find any assets from Broadcom that will allow you to upgrade to Workstation versions 17.5 or lower - they’ve all been removed. You’ll have to scour the web to see if those old versions are available anywhere else. Or upgrade to 17.5.2 or later where there are installers available from Broadcom.
