I was able to install 17.6 on a German W11 machine. First you have to create "Authenticated Users" and "Users" group to get installation running. As an alternative to Stephan's recommendation I grant execution rights to "Benutzer" group to C:\Programm Files(x86). Terrible solution, but works. Should not be used in productive environments for my opinion.

Adding Users and Authenticated users is not the way to go. It clobbers the settings in your Windows, this having the result of introducing new errors in the future.
Broadcom should follow the Microsoft standards for installation programs.

I had the same problem. Dear Broadcom: There are a lot of desktop systems installed on non-native-English Windows. I've tried to change the display language of my installation user to English US without success. Reinstalling Windows is NO OPTION!
As workaround I added a group named "Users" in Computer Management -> Local Users and Groups -> Groups. Be sure to add the same members to that group as in the Users group in the languague of your system to that group.
Then the installation stuck again because the installer was searching for a group called "Authenticataed Users" and add "Authenticated Users" in the languague of your system to that group.
After adding this Group as well, the installation succeded.

This is due to a failure in the installation software of Broadcom.
The installation software searches for a local user group with the name "Users", but in other languages it is not "Users".
Broadcom should issue an updated installer for Workstation Pro 17.6 that looks for local user groups according to the Microsoft standards.
