I'd personally use Fusion's shared folder capability to share the Mac folder that contains the documents you want to open, switch to the VM's console window, and open the document from there. But that's me...
This seems to work on an Intel Mac running Fusion 13.5.2. I can't verify for sure that it continues to work under Fusion 13.6. My concern about Fusion 13.6 is that the Unity feature has been removed from Fusion, and I'm not sure if this "open Mac file on Windows" feature depends on anything related to Unity.
But since you are on an Intel Mac, you might want to check the following:
Make sure VMware Tools are installed in the VM.
In the Fusion Settings for the VM, open "Default Applications" and make sure that the "Open your Mac files and Web links using Windows applications" is checked.
Also in the Fusion settings for the VM, open "Sharing" and make sure that "Enable Shared Folders" is checked. You'll need to configure folder sharing in order for the VM to find the file on the Mac you want to have opened by Windows. If you don't do this ahead of time, Fusion will prompt you for the folder to share when you ask the Mac to open a file with a Windows application (via right-click and Open with... in the Finder).

And why would you expect that to be a thing? A virtual machine is its own container, separate from the host OS. Your host knows nothing about the programs installed inside of a virtual machine, and therefore would not be able to do what you have written.

Also, the VMware Tools on Apple Silicon Macs don't have the ability to "share" Windows applications to the host Mac like they can on Intel Macs.

What do you mean by "cannot see Windows files in Mac"? Unless you configure Fusion folder sharing (on Intel Macs only) or SMB network file sharing (Apple Silicon Macs), you won't be able to share or see any files contained in the VM with the host Mac.
