VMware's virtual graphics card only reports 4MB of on-board memory. It's built more like an integrated graphics card where the "shared graphics memory" setting in the VMs settings controls the actual amount of memory used for 3D acceleration.
in short, you can't increase the "on board memory" because the design of the 3D acceleration doesn't need it. Your game is making assumptions about how a graphics card is implemented that don't apply in a VMware virtual machine.
