Have you tried creating the new VM without using Easy Install? That way VMware Tools isn't required to complete installation of the VM, and you should be able to install VMware Tools after the VM is up and running.

I have just installed v17.5.2 Workstation.
The setup I used to install does not contain ISOs for vmware tools.
I downloaded the vmware tools separately.
I created a new Windows 10 vm and mounted the vmware tools iso into the vm.
I installed vmware tools and they work fine. BUT...
Everytime I restart that vm, a popup comes up, stating the following:

VMware Tools for this virtual machine have not been found on your computer. Without VMware Tools, Easy Install will not fully complete.
There may be a version available online; would you like to download and install VMware Tools if found?

Also the vm does not start propperly, but hangs inside of a kind of boot menu.
I have to close the popup message and confirm "boot normally" in the boot menu.
How to get rid of the popup and the boot menu?
