First, shut down Fusion.
See if there are any Fusion licensing files installed by running the following command:
ls -al /Library/Preferences/VMware\ Fusion/license-fusion-13*
If there are files found, remove them
sudo rm /Library/Preferences/VMware\ Fusion/license-fusion-13*
Then restart Fusion. The product should work (and should reflect licensing for personal use in the About VMware Fusion... screen). It's OK to use Fusion 13.5.2 in "personal use" mode for commercial purposes due to changes in Broadcom's licensing for Fusion announced last fall. It's just that Fusion 13.5.2 through 13.6.1 haven't been updated to reflect the new terms, while 13.6.2 is.
