Short answer:
If you're running on a Mac version that doesn't support Fusion 13.5.2 or later, there's no way to get a personal use key from Broadcom for older Fusion versions.
Longer answer:
VMware didn't have a free personal use offering for Fusion 11. The free personal use started with Fusion 12. You had to register on a web site to get the free personal use license key.
I use the past tense in that last sentence because the web site to register for free personal use licenses no longer exists. Broadcom/VMware made changes in Fusion product licensing earlier this year. They stopped offering perpetual licenses for Fusion (and Workstation) and switched to subscription licensing. They still retained a free personal use offering, but changed the product starting in Fusion 13.5.2 so that personal use licensing was built into the product (no web site registration needed). At the same time they removed the web sites that they used to deliver personal use license keys (no longer required). They did not go back and retro-fit this to older Fusion versions.
Which may not do you any good, because the newer Fusion versions may not run on your old Intel Mac. See https://knowledge.broadcom.com/external/article/315635/supported-host-operating-systems-for-vmw.html for the Fusion host operating system compatibility list.

I have tried also to download WMware Fusion 11.5 for an old Intel MAC. What does one have to do to obtain a personal license. I have jumped through all of your hoops. Followed the instructions provided on the various community pages to no avail. I know this thread is 2 years + old but so is my MAC
