One other idea just popped into my head.
Can you check the macOS System Settings/System Preferences,> Privacy & Security > Files & Folders and see if VMware Fusion is granted access to Removable Volumes?

Let's try resetting Fusion's USB arbitrator configuration. (note that this will reset all of the answers about where to connect USB devices to your virtual machines, so you may need to set them back the way you'd like)
- Shut down Fusion
- Open a Terminal and execute the following command:
sudo rm /Library/Application\ Support/VMware/usbarb.rules
- Restart Fusion
See if the behavior persists.

Thanks ever so much for your comments above including your suggestions. Interesting I tried to attach several USB devices to both my Windows 10 & 11 devices and they all failed. I have a Scandisk USB stick and when this device is attached to both Windows 10 & 11 I see in Device manager for both Windows "USB Mass Storage Device" in error. I cleared the VMlog files and brought up my Windows 10 system. I have attached the vmlog file from a clean start. Interesting I am seeing USB errors in the vmware log (I am not a expert reader of vmware logs :) ). Also attached are two PDF files showing from the Windows 10 system "Administrative Log Erros" & "Device Manager Errors" Thank you in advance for your continue suggestions.

I don't have one of those drives to check out, but I've not seen anything like this happen with Fusion running on macOS 13, 14, and 15.
It's certainly possible that this could be due to a change/bug in macOS (and not Fusion) since you said this worked with macOS 17.3.2. You don't happen to have any LaCie software installed in that VM, do you?
If you attach this device to the VM and go to Windows Device Manager, what is the driver that Windows says it's using for the USB Attached SCSI (UAS) Mass Storage Device? I do find it strange that this device identifies itself as USB Attached SCSI (UAS) Mass Storage Device and not something more descriptive like the vendor name, but as I say I don't have one of these so that I can check it out.
If you connect another type of USB hard drive or USB stick to the VM, does it mount?
Have you tried Windows troubleshooting advice for devices that won't mount?
If you post the vmware.log file found in the VM's bundle, that might give some additional clues.

What model Mac are you using? What version of macOS did you upgrade from?
What is make and model of storage USB device are you using and what type of file system is the device formatted for?
Is the device directly connected to a USB port on the Mac, or is it connected to a USB hub?

You are correct I am running macOS 13,7,3 on the Intel Platform on a old machine. Sorry about my error.
In the device table on both Windows 10 & 11 I do see "USB Attached SCSI (UAS) Mass Storage Device" in error after I attached the SSD. When I remove the SSD device this storage controller goes away. At this stage Fusion will not allow me to reassign the device. I have to unplug the device from the mac. After plugging the device in Fusion will allow me to attach the device to my mac and I can read/write to the device on the mac with no issues. Before I attached the SSD drive to Windows I cleared the Windows log files and do not see anything in the log files with regards to this issue.
I was able to get a iPhone after attaching it to work under Windows 10 & 11. After the device was attached new software was installed and I could see everything on the iPhone device on both Windows systems. I suspect my update to macOS 13.7.3 is causing me my issue. Something is incompatible.
I have a workaround to my issue. I created a directory on the mac and have shared the directory in Fusion shared setting have shared the directory to each Windows VM. It's a extra step to copy files from and to the SSD to the mac shared directory but it works. A advantage I now have is when I backup the mac with Time Machine I get the files backup on both the SSD and shared directory on my mac to my backup device. When I need to restore one file I do not need to restore the entire virtual machine under a new name to recover individual file(s).

Since you're referring to Windows 10, I assume that you're running on an Intel Mac. And that you are running macOS 13.7.3. (iOS does not run on Mac hardware, only iPhone devices).
I just ran a check on a Windows 11 x86_64 VM running on an Intel Mac (macOS 12, Fusion 12.5.2), and a Windows 11 ARM VM running on an M1 Mac mini (macOS 15.3, Fusion 13.5.2) and I find that my iPhone can be claimed by both VMs. I see it in the Windows File Explorer and can import photos from the device into Windows.
Have you checked the Device Manager within Windows to see if there's a USB device listed for the iPhone? The device should show up in Device Manager under Universal Serial Bus Devices as an Apple Mobile Device USB Composite Device. The driver for the device should be provided by Apple.
I'm not sure if the driver under Windows allows writing to the device, though.

I noticed after I upgraded the MAC to iOS Version 13.7.2 no USB devices attached successfully to my guest OS's. Interesting the USB devices are fine under the iMAC first level. I can read and write with no issues. VMFusion lists of USB devices that can be attached to the guest OS shows the device and lets me attached it to the guest OS. I hear the beep indicating the device is attached. When I go to look at the devices attached in the guest OS I do not see them. Also when I detached the USB device from the OS the device detaches. The first level iMAC no longer see this device.
Interesting when I change the USB configuration from USB 3.1 to USB 2.0 I get a unsupported device (This I expect because the device is a USB 3.1 SSD drive) when attaching the device to the guest OS.
