I assume you have VMware Tools installed to provide the latest VMware SVGA 3D driver. Check to see that you have the shared memory in the VM's display settings set to the max (8192).
It's also possible that there's an issue with VMware's 3D drivers - support for games is not exactly a strong point for Fusion (yes, this is the understatement of the year). It's also possible that the game might have issues with a virtual graphics adapter.

I have installed VMware Fusion 13.5.2 on an IMac 2017 with 3.8 GHz quad core i5, 16 GB memory, running Ventura 13.6.7
I set up a Windows 10 VM which appears to work fine.
Am trying to play a game call Railway Empire and it starts fine, runs for a while and then hangs up.
All I can do after it hangs is shut down the VM. I allocated more memory to the VM but that did not seem to help.
Any suggestions would be appreciated.
