No, this is not the same symptoms as this thread. You have a new problem -- this thread is for Linux and you are running Windows.
You've also responded to a thread that's over a year and a half old. You really should create a new thread and include more information:
- What is the exact version of Fusion ("Fusion 13" is not specific enough - is it 13.0, 13.5, 13.6)?
- What macOS version and Mac hardware?
- What got "upgraded" exactly? Windows? Fusion? macOS? Can you describe what happened between the time it "worked" to the time that it "doesn't".
- Do you know what edition and build of Windows 11 ARM you were running at the time? You can't rule out a Microsoft update issue if you applied a Windows update.
- If it's a Windows update that caused this issue, have you booted into Windows Recovery (either the one that's installed on your virtual hard drive, or from a Windows 11 ARM ISO installer) to try to repair the VM -- after, of course, taking a complete backup of the current state of this VM. (It's possible what you're seeing is a Windows upgrade issue -- and yes, they do exist).
You may also wish to attach a support bundle to your new post - perhaps there's something that can give us and anyone from Broadcom that might be listening a clue as to what's happening.
If you need to get access to the data in the new VM, you can create a new Windows 11 ARM VM and attach the VM's boot drive to it as a second hard drive. That'll let you get data off the VM should you not be able to boot it again.
Also, how are you backing up this VM? (And Time Machine doesn't count).

I know that there are many Mac users in South Korea's largest MacBook community who are hit by the same problem (VMware Fusion 13). I blew up important data twice over this issue, and the same problem has already been issued for the third time. I shouldn't have updated it, but the problem broke right after updating it yesterday. I really need to restore this Windows data, so how do I solve it? I'm really frustrated and angry.

I have a fairly new install of Fusion on M1, running a Single Ubuntu VM. My issue is that the VM screen is blank on the desktop app, that said the VM is still working fine and doing everything I need.
Just hoping to find a way to not be showing a blank/black screen of nothing in the VM app.
Things I've tried - shutdown vm and restart, shut down VMWare app and restart, reboot Mac, review VMware virtual hardware setup to ensure a monitor was listed.
