    I just downloaded it directly from the page that you linked to. Here's what I did (using Chrome): 

    1. Accept their terms (it's on the left side, above the file information)
    2. Click the download icon on the right side of the gray box with the file information.
    3. This brought up another page (actually, I can't remember if this was a popup or if it was a link to another page) where they wanted even more personal information.
    4. Back to the original page--click on the download icon once again. It should download.
