From what you're saying, it sounds like you got a crash while Fusion was active. Lock files may still be around from that crash that would prevent Fusion from restarting the VM.
Can you shut down the Fusion GUI, then locate the VM bundle in the Finder. Make a copy of it before doing anything else (if the VM is on a drive formatted with APFS, duplicate the VM. Otherwise make a copy of it "the old fashioned way".
After making a copy, right click on the original VM bundle and select "Show Package Contents".A window will open and show you the files making up the VM. See if there are files or folders with a .lck
extension. If there are, delete them and try to power on the VM again.
