Something else is amiss. We'll need a bit more information to figure out what's really wrong and how to guide you to fix it.
Can you create a listing of the files contained in the vm (ls -ale@R path-to-vmwarevm-bundle.vmwarevm > vmlisting.txt
) and then attach the vmlisting.txt file to a reply to this thread? Also could you post the vmware*.log files found in the VM's bundle (zip them up and attach the zip file to a reply as well).
Two additional comments:
it's not recommended to back up VMs with Time Machine. Especially on Mojave. There's a real chance that the a Time Machine backup of a VM is corrupt if it's being taken while the VM is active. (Time Machine backups of VMs are also very wasteful of Time Machine backup storage).
You appear to be running an unsupported, untested combination of macOS and Fusion versions. Fusion 8 is not tested or qualified to run on macOS Mojave (see the Broadcom support article Supported host operating systems for VMware Fusion and VMware Fusion Pro ). Fusion 11.x is the only Fusion version that is tested/supported on Mojave.

Subject: Unable to Open File - Insuffient Permission - OSX Mojave
Hello All,
I've tried some of the online suggestions, removing file extension of the *.vmdk and setting permissions correctly.
The original vmdk was accidently deleted, has been copied manually from a time machine backup to original directory but cant be opened. Error is in the subject above.
Please advise what can be done to set correct permissions. Running version 8 of VM Ware on mojave 10.4.6. (Win XP VM).
