I opened a support ticket on this same issue.
Ultimately they shared this KB article. We had rebooted the vSphere Replication appliances before we got in touch and it caused a general error on mulitple hosts instead of the Start Service we had been seeing. We performed the steps which resolved the issue without rebooted vCenter.

They said that on 8.0 U2 hosts the sale-out-mode is enabled by default on the hosts so they can each work as an add-on replication server, but since we aren't on Live Recovery 9.0 and don't have a license for the add-on replication feature, it can cause this issue. The steps in the KB disables the appliance from trying to set it up on the hosts.
