Short answer: No.
Fusion on Apple Silicon Macs can only virtualize ARM (arm64/aarch64) operating systems. It can not run any x64 operating system as it does not emulate an Intel CPU. To run an x64 operating system on Apple Silicon, you may want to look into an Intel CPU emulator such as UTM (which builds in QEMU).
