Usually this happens when a Fusion Player license key is installed. You can confirm that by clicking VMware Fusion > About VMware Fusion from the menu bar. The dialog will tell you if the product thinks it's licensed for Player or Pro.
Fusion Pro 13.5.2 and later don't need a license (because of Broadcom's new licensing announcement it's free for commercial, educational, and persoan use). But if one is there (for example. you were running Fusion 13 with the free personal use key you had to register for), it will use it.
Try the following (this only works for Fusion 13.5.2 and later)::
- Shut down Fusion.
- Open the /Library/Preferences/VMware Fusion folder in the Finder.
- Look for files whose name begins with license-fusion. If you find them, delete them.
- Re-start Fusion.
Note: This won't work for Fusion versions prior to 13.5.2. Those versions require a Fusion Pro license key (no longer being sold) in order to enable the network editor.
