Since you are running a Hackintosh, all bets are off. Nobody from Broadcom will touch looking at this issue as it's on an unsupported configuration. Fusion is not supported or tested on hardware configurations that Apple does not support. And that includes systems running macOS in violation of the Apple licensing agreements
There have been reports in the past in this forum of the Apple hypervisor failing to run (that's the ULM in your message). This occurred the macOS security features when SIP or AMFI were disabled when using OpenCore Legacy Patcher. I'd suggest seeing if those are disabled. If so, turn them on and see if the problem goes away. If you can't run without those disabled, I would consult the Hackintosh community.

What model Mac are you running Fusion (and macOS) on? Your logs indicate that the CPU is a Core i9-10850K processor - which EveryMac.com does not list in any Mac model that Apple has shipped?

Hey everyone, I'm having trouble starting my Windows 11 VM in VMware Fusion 13.6.3 on macOS 15.5. Every time I try to launch it, I immediately get an error saying the virtual machine couldn't start.
The VM log shows this critical error:

and finally:
Failed to initialize VM.
