Correct. You build a UTM virtual machine and configure it for emulation, not virtualization. When asked for an operating system, choose Windows or Linux. Configure it to boot from your ubcd ISO file.

You might want to consider running ubcd using UTM (https://mac.getutm.app) - it's free and emulates an Intel CPU on Apple Silicon Macs. You would get information about the emulated Intel chipset though, not the Apple silicon hardware.

Not really. I've had a need for a bootable re-partitioning and general "poking around" utility - such as the Gparted Live CD that I used on Intel CPUs. The gparted project doesn't provide a bootable ARM version, so I've restored to building a custom Fedora Live distribution with the gparted package installed.
You may have to search the Internet for bootable tools compatible with ARM (aarch64/arm64) hardware.
Perhaps if you can tell us what you're going to use ubcd for, we might be able to give you some guidance.

The error message is telling you that there is no ARM architecture bootable operating system on your media.
ubcd (Ultimate Boot CD) appears to be for Intel/AMD hardware only. You're attempting to boot it on an Apple Silicon Mac which is an ARM architecture. It won't and can't work (Fusion doesn't emulate Intel CPUs on Apple Silicon ARM-based architectures).
