This is kind of a moot point now because Fusion Pro is now free for commercial, educational, and personal use. That was announced back in November 2024. Starting with Fusion 13.6.2 changes were made in the product to reflect this licensing change. There's no longer a prompt to enter a license key. But VMware rarely "re-spins" old product (for example to remove the need to install a license). Most of the time that's because the older product isn't covered (in most cases) by the new licensing terms.
That being said, Broadcom did make the recent licensing changes retroactive to Fusion 13.5.2, 13.6, and 13.6.1. These versions are also free for all use cases. But since the installers haven't been changed, you'll need to select the personal use option to get the free license. (This could drive corporate IT software licensing compliance teams a bit crazy since the click-through agreements don't specifically say that it's free for commercial use even though Broadcom's web site and announcements say that it is).

Absolutely... Who would know this, even more so since there is a menu option "Enter License". Besides clearly documenting, they could also labelled this menu option "Enter Commercial License", which would have been a clue.

There is no longer a web site that you need to go to for a free personal use license for Fusion. Simply download Fusion 13.5.2 or later. The capability to install for free personal use is built into the product.
Unfortunately this was not back-ported into earlier Fusion 13 versions (before 13.5.2) or Fusion 12. You no longer can get free personal use licenses for those version. You must run 13.5.2 or later to get the free personal use edition if you're installing Fusion for the first time.
