This would be difficult to diagnose without logs. I would suggest you open a Broadcom support ticket and upload source and destination HCX Manager logs, source and destination vCenter logs, and the ESXi logs where the VMs were before the migration, along with the migration IDs
You can also review HCX : Bulk Migration operations and best practices which has a lot of detail about the process.

HCX : Bulk Migration operations and best practices |
The bulk migration capability of HCX uses vSphere replication(vSR) to migrate disk files while re-creating the VM on the destination vSphere HCX instance. HCX Bulk Migration has following stages: 1. Placeholder disk creation: At the target vCenter, on the specified datastore placeholder disks are created to enable replication of source VM disk's data to these placeholder disks. |

Subject: HCX Cutover getting Delay
Hi All,
while doing the cutover from halt request sent for continuous replication To shutdown of source VM its took 30 mins for all my vms. Need to know why is happening and what will be the workaround to minimize it.
