A pleasant surprise:
It appears that a Windows 11 ARM VM can now be enrolled in the Windows Insider Program. That means a licensed, activated installation (which is. a pre-requisite of the Windows Insider program) can be switched from the release channel into one of the 4 Insider Preview channels. I can't be sure if this is a Fusion 13.6 change or a Sequoia change, but it appears that the combination allows the VM to be registered.
If anyone else can confiirm this, I'd appreciate a reply to this thread.
If I'm right, this means that it's no longer required to go to UUPdump to build an Insider build ISO or convert a VHDX file from the Windows Insider web site. SImply register the system from the Settings > Windows Update > Windows Insider Program in the VM and select the channel you wish to install.

Really quick update for those of you that depend on VoiceOver. Fusion VMs do not crash at power-on when VoiceOver is enabled under Sequoia. The fixes that Apple put in Sonoma 14.4 to address the issue seem to be present in Sequoia.

I am playing early adopter and have upgraded my M1 Mac mini to Sequoia.
Very early indications are that everything is working well so far with Sequoia and Fusion 13.6. I've done some basic "see if it runs" with Windows 11 ARM, Fedora 40, and OpenSUSE Tumbleweed VM. So far, no surprises. I'm going to keep beating on it over the next few days and I'll continue this thread with what I've found.
I can't vouch for how things run on an Intel Mac as I don't have an Intel Mac that's able to run Sequoia. 🤷
