When you get to the screen that expects you to connect to the internet, hit Shift-F10 to bring up a command shell window. Then type “oobe\bypassnro”
That will restart the VM but when you get back to this step there will be a new option that allows setup without internet or a Microsoft account.

Actually, since I posted my question I was able to figure out what I was doing wrong with the Windows 11 installation. However, as I then proceeded through the necessary steps to install Windows a new issue presented itself. When I got to where I needed to install the necessary Windows components via the Internet I hit a brick wall because I don't have an Ethernet connection. There was no other option provided to me. There must be some workaround -- sorry, I'm just too unknowledgeable to figure it out.
To answer your questions, yes, I was attempting to install the latest version of Fusion available on the website, 13.6. If my Fusion download is incomplete or broken as you suggest, how do I get one that is functional and will install? And how do I collect a quick support information bundle? Of what?
And no, the account I had I migrated from my previous Mac (a late 2015 iMac) did not have Fusion installed.

I assume that by "Fusion 13", you mean 13.5 or 13.6 - as Fusion 13.0 did not support Sonoma.
My suspicion is that you have an incomplete or broken Fusion installation. Can you collect a quick support information bundle and post it?
Was your user account migrated from another Mac that had Fusion installed on it by using Apple's Migration Assistant?

I've made numerous attempts to install the VMware Fusion Player 13 on my Mac Studio with an M2 chip, running Sonoma 14.6.1. When I double-click the install button three successive windows pop up saying "File Not Found." Strangely, when I dismiss them I'm then taken to the Download Windows 11 window. I proceed to download the necessary files and am told the Windows 11 Iso was created and is placed at /Users/my name/Virtual Machines.localized/VMWIsoImages/Windows11_22631.2861_Professional_en-us_arm64.iso. I follow all the necessary steps until I reach this window below, and that's as far as I can get. Any idea what I'm doing wrong?
