Have you verified the download with the checksums that are provided by Broadcom on the download site? Also, do you have any third-party anti-virus running on the Mac?
What's the Mac model that you're running? Any use of OpenCore Legacy Patcher?

Have you tried to move the VMware Fusion application from the .dmg bundle into the Applications folder, and then execute it from there.

I have the same problem... then I delete the previus Fusion version and try to instal the 13.6 version, I got the message "File not found" and the installation stop.

If you could post a quick support bundle there might be something in there that might give us a clue about what it might be complaining about.
In the Fusion menu, click Help > Collect Support Information > Quick, then post the resulting zip file in a reply.

I fully uninstalled Fusion 12. Upgraded macOS to Sonoma 14.5. Installed VMware Fusion Pro 13.5.2 on the same iMac 2017. Same result - "File not found.".

Opinion:
Fusion 12 isn't listed as supporting Ventura and IMO probably won't officially be listed as compatible, even if it does seem to run. VMware seldom retrofits older versions of Fusion to support new macOS releases. Instead they release a new version to provide that support. Based on what VMware has been hinting over the last few weeks, I expect a new Fusion 13 to be released shortly that has official MacOS 13 Ventura support.
Also according to VMware's software lifecycle policy, Fusion 12 only has a couple more months left before all support for it will be dropped so it's doubtful they'll expend more effort on it
The notifications about background process seem to be normal and are an articact of security enhancements in Ventura. Fusion adds background peocess definitions to macOS when you start the GUI, amd removes them when you exit it. Monterey and earlier didn't notify you but Ventura does.
Not sure about the "File not found" error from the installer, though.
Is Fusion 12 up and running for you on Ventura?
