Actually I had gone through the process upon the client install, and set this up, but the GLR service was set to manual.   Not sure if that is suppose to be the case, but I did change it to automatic, made sure the account was the domain account and retyped the password (for both services) and then started the GLR service.  The backup client agent service was already running and set to auto.   Makes sense.   Now, the backup runs successfully.  I have run it 3 times.   In a test restore, I select a mailbox, restore the item to the original location, but no entries are restored into the Database Store (i.e. account had 60 emails, deleted them all, restored account, and none there).    I am familiar with Symantec's GRT restore, and you can select specific items within a folder (i.e. a specific inbox email) and restore just it.   I don't see that option here...am I missing something or is GLR using VDP restore the whole mailbox?  Should it restore it to the original Data store, or do I need to locate the _rdb database, mount it, and move the items over individually?

Richard, you nailed exactly where the problem was.  I have had the same type item with a Symantec backup and having to create the mailbox manually, but I do see the mailbox item created within exchange on this server.  Any insight on the mailbox items/restore/something I am missing.  Sounds like a rookie issue to me, and this rookie doesn't know where to go just yet....

Just like I stated, a rookie....... I didn't bother to look at the whole folder structure to notice the restored items show up in a "recovered items" folder.  Oh the gotcha's in using OWA.  Had I been using the Outlook Client, I would have naturally noticed the folders.
