Stop wasting your time on Windows 10 ARM. Use Windows 11 ARM (either downloaded from Fusion's built-in "Get Windows from Microsoft" or from Microsoft directly at https://www.microsoft.com/en-us/software-download/windows11ARM64

Windows 10 is going end-of-support in October 2025. There's not much time left for it.

Windows 10 ARM was only made available officially for their own Surface devices - it didn't have a generic ISO download (you probably had to resort ut using UUPdump to build unofficial media.

Windows 10 ARM is not the same as its Intel counterpart. It's crippled even compared to Windows 11 ARM. The biggest issue is that Windows 10 ARM doesn't contain a robust translator that allows applications compiled for Intel Windows to run.

Windows 10 ARM is also not supported under Fusion on Apple Silicon (M-Series) Macs and will not work. Many people have tried and failed to get it working.

I wouldn't bother. Go to Windows 11 ARM which is officially supported by Fusion and does work.

Hello, you might have to try Windows 10 build 21360, it is because it holds some of the Windows 11 virtualization stuff that mac needs. The link is down below! Enjoy.

Not worth the time, that build has nothing to offer.

    TL;DR

Have you actually tried it? I just did. My experience says don't bother.

Windows 10 ARM doesn't contain any "virtualization stuff that Mac needs". It pre-dates Fusion on Apple Silicon. That build is over 4 years old, and is an insider preview dev channel build. It also is expired and it will tell you to get a new one. There's no way to get that build current except to reinstall a newer build.  I'd also immediately consider it insecure due to lack of current updates for the build.

I just downloaded and attempted to install it. You'll find that there are no drivers for the VMware virtual video or network adapters. VMware Tools won't install because the tools installation wizard wants Windows 11. You've now got a science project on your hands to try to get at least the networking to work.

it may be functional with UTM as archive.org says but that doesn't make up for the functionality of windows 10 ARM or the fact that this dev channel build is expired..

Windows 10 ARM is functionally not the same as it's  Intel counterpart. It's also crippled in the applications it can run because it doesn't contain the Prism x64 translator that lets Intel applications run on ARM CPUs. Bottom line: on ARM processors, Windows 11 is the way to go.
