Custom ESXi DCUI message format - help.

Hi. I am having trouble finding how to format the welcome annotation for a custom DCUI message. There are several blogs with seem to only deal with sphere 6.5-7, and even there examples do not format correctly in on esxi8 DCUI. Is there a document or up to date KB? 

Also the markup doesn't really look like straight html or CSS, what is it? pardon my ignorance.

Lastly, is there also a document of all the variables I can use?
