If you're running Windows 11 ARM under Fusion on an Apple Silicon Mac, those unknown devices are normal and harmless.

Base System Device is the host-to-guest VMCI device used as a direct communications channel between host and guest. VMware has not implemented the guest driver for Windows 11 ARM, but it isn't needed for VMware Tools, the virtual graphics adapter, or the virtual network adapter to function. 

The USB device is a UHCI USB controller that neither VMware nor Microsoft provide drivers for. This isn't a problem because Fusion doesn't present its USB devices over that adapter. Instead if you look further at Device Manager, you'll find an XHCI USB controller with a Microsoft driver. That's the virtual USB device Fusion uses to present any USB devices to the VM.
