@Technogeezer, @Bob Shaw, Thanks for the replies, much appreciated.
Thanks for the heads-up regarding Apple Silicon, I didn't realise that.
Incase anyone else is also looking to read HFS disks, it appears MacOS 10.14 could read disks, just not format or write to them. I might have to find a second-hand Intel MacMini that's compatible with 10.14 and use it to copy off all the data.
Thanks again for the info/suggestions. Cheers, Ben

Addendum to the above. if you want Snow Leopard you need to buy Snow Leopard Server. Also as Technogeezer said, you can't run OS 9 because you need 10.4 or earlier and Fusion won't run anything earlier than 10.6, so to run OS 9 you need and old Mac

Absolutely. i run Mac OS 10.6.8 Snow Leopard, 10.11 El Capitan and 10.14 Mojave on my Ventura iMac.
I think I had to use Snow Leopard to copy old Cds but I copied OS 7.5.5, 8.6 and 9.2 fine.

Hi there,
Title says it all really, can Fusion create/run older MacOS VMs (10.4 or os9) to mount unsupported MacOS file formats like HFS and HFS+ disks, CDs, DVDs, BlueRay etc?
I have an Apple CD/DVD drive and an ASUS BlueRay drive.
Any pointers in the right direction much appreciated.
Cheers, Ben
