The information you found online that you've posted is outdated and no longer true (mostly). Current shipping versions of Fusion and VMware Tools support copy/paste/drag/drop on Windows ARM VMs. What doesn't still work is folder sharing.
Can you post more details on what your configuration is and what you're trying that's not working?
- macOS version
- Fusion version - you should be running 13.6.3
- Windows Version and build (from the Windows "winver" utility )
- VMware Tools version installed in the VM - you should be running the VMware Tools version bundled with Fusion 13.6.3 at a minimum
Also, zipping up and attaching the log files (found in the VM's bundle folder) will tell us how the VM is configured.
