Fusion on Apple Silicon does not support macOS as a guest. That's why you don't see it as a selection. It's rumored to being worked on by VMware but no announcement on when it'll be available.
Use the free UTM (https://mac.getutm.app) to virtualize macOS. Virtualized macOS Monterey and later runs pretty well as UTM uses Apple's high-level Virtualization Framework. If you are looking to run macOS versions earlier than Monterey, it's reported that UTM can run them (with the right configuration). Just be aware that UTM is using Intel chip emulation (not Rosetta ahead-of-time translation) to run these older macOS versions. Performance won't be what you'd expect.
