After about two months, Broadcom responded to my ticket. They are not supporting older perpetual licences through their portal at all. I was told that unless a current support contract covers the licence, it is not supported, and they will not migrate any of my existing licences. So, I have lost download and licence access for 100% of my licenced VMware products, and there is no way to recover them due to Broadcom policy.
If I had not downloaded and backed up everything from the VMware site before migration, I would have lost everything VMware I owned.
If you can access some products, you must have some under a current contract. If you still have the licence numbers and are willing to have Broadcom extort more money from you, you may be able to request to have your other licences moved to a current support contract.
Personally, I have decided to move on. I have been a customer for more than 20 years, but this is just too much for me.

Unfortunately you are not alone... I have faced exactly the same problem.
Opened a case regarding missing entitlements as a P2 because it was blocking our ability to upgrade/patch certain products and it took more than 3 weeks (with multiple escalations to management and requests for feedback) to receive a simple answer: "we are currently investigating your case and we will revert back ASAP".
Escalations to management don't seem to work at all, we managed to get some traction on the case with the help of our aggregator.
