If you're having problems with your account, you should post in the Broadcom Customer Care community.
You might also want to give Broadcom customer care a phone call to correct this. (Phone numbers can be found in the Broadcom support site).
even if they can fix the account verification problem, you may find that you'll only be able to download Fusion 13.5.2 and later. Because of changes made when Broadcom completed their VMware acquisition, earlier versions could only be downloaded if you had an active support contract. Now that they're no longer selling Fusion licenses or support contracts support, those older versions appear to be unable to be downloaded by anyone (even if you have a purchased license). I hope someone from Broadcom can come up with a solution to download old versions for those of us that still have those old perpetual licenses.

I cannot modify or upgrade account data - no edit button and I use gmail which block me from upgrading
And I do not see any reasonable reason about why I shouldn't be able to download product I paid for
