Why would you want to use ESXi v4? It is very old.

From the VMware website, you can download ESXi 5.0 or higher. Browse to www.vmware.com. Click on DOWNLOADS on the left pane. Click on vSphere.

You can use any ESXi version for free with limited capability without a license key. For example, you cannot use vCenter Server to manage a free ESXi server. You can also get a free 60-day trial license with full functionality.

If you go to the Dell support website and select PowerEdge 1950

    https://www.dell.com/support/home/us/en/19/product-support/product/poweredge-1950/drivers

It looks like you could download Dell custom ESXi recovery images for PowerEdge 1950

    ESXi 4.1

    https://www.dell.com/support/home/us/en/19/drivers/driversdetails?driverId=55VG6

    ESXi 5.0 U3

    https://www.dell.com/support/home/us/en/19/drivers/driversdetails?driverId=RFJG3

    ESXi 5.1 U3

    https://www.dell.com/support/home/us/en/19/drivers/driversdetails?driverId=HNJGD

    ESXi 5.5 U3

    https://www.dell.com/support/home/us/en/19/drivers/driversdetails?driverId=548MW

It is probably best to go with ESXi 5.5 U3 and obtain the free licence key from the VMware website.
