    Able to reproduce the issue internally. Ticket has been raised, relevant team will look into the same.

    I had the same issue. I checked my Process Lass, and realized there was a new set of rules for vmware.exe, so I removed the rules by setting CPU Affinity to `None`, and now I can power on my VMs without any issues - I'm using 17.6.0 build-24238078. I hope this helps. 🤞🏻
