According to the vmx file, the VM is encrypted with partial encryption, not the "experimental" broken encryption feature found in Fusion 12.5 (that's enabled with the command that @Rajeswara Reddy Kotla posted).
There are, however some lines in the .vmx file that are prompting me to ask: does this VM have snapshots? In particular, are autoprotect snapshots enabled?

Can you zip up the files ~/Library/Logs/VMware\ Fusion/vmware-vmfusion*.log and post them. There might be something that can give us a clue as to what's going on.
There are three instances I know of where this problem happens:
- The VM has been encrypted with Fusion 12.5's broken "experimental" vTPM implementation (the one where you had to edit the vmx file). My advice if this is the case is to not update the encryption - and I also recommend to back up everything on these VMs and rebuild them with newer Fusion versions that support the newer partial encryption and the new encryption algorithms.
- You run out of disk space on the host during the conversion.
- The virtual disk is strangely marked as encrypted when it shouldn't be (as I noted in a prior post).
Perhaps the log files might give us an indication of which of these you might be running into.

I tried but I couldn't.
Probably because I didn't buy a technical package that includes the possibility of communicating with support.
I am a normal user, not a technician, who purchases VMware software for personal use, for its basic functionality and not for developments, system activities, etc.
So I just posted here in the VMTN Communities and found that I'm not the only one having this problem.
I was surprised that a fairly widespread problem hadn't received a fix with the new release.
Then, don't hurt anyone's feelings or make anyone work unnecessarily.
I am a customer, even quite ignorant, I encountered a problem, I verified that I was not the only one with it and, wrongly, I thought that it was of interest to those who developed and marketed the software to look into it...
