I have just setup the most recent version VMware Fusion on my M2 Mac running MacOS 14. I am using a personal license.
I would like to run a VM of Mac OSX 10.14 and have the ISO downloaded, but I don't see the option for setting up a OSX machine in the quick start menu. Is it possible to run OSX on an M2 Mac win VMware Fusion?

There are none because Fusion does not support virtualization of any macOS version on Apple Silicon Macs. Even if it did, it would be unable to run versions of macOS like 10.12 that run only on Intel CPUs.
If you want to run Monterey or later as a virtual machine, use UTM (you can get it for free). There’s no need to switch to Parallels on Apple Silicon to get macOS virtualization because they also don’t support macOS versions before Monterey. UTM provides the same macOS virtualization features as Parallels but at a much lower cost.
Any other macOS versions: you’re out of luck.
