I have increased my instance-memory limit to 4 gigs both for the org and the space quota. When I use the commands cf quota

Did you try refreshing Apps Manager after your quota was changed? Also, could you include a screenshot to show what you're looking at in Apps Manager specifically & indicate what version of TAS you're using. Thanks
