I'd delete that "new file" (new to RU5) and delete computer and hardware id in the registry. On the right side of "regedit", I click and delete.
I have NEVER EVER EVER had an issue with ANY images, ever.
In the past, I simply deleted both computer and hardware keys
Now it's that file, too.
Otherwise, it's been consistant.
Both keys get regenerated, so I figured in my testing with 0 failures ever on any images at any time on any computer, it's good enough.
The Symantec document otherwise should be viewed as "king" - do what it says and life will be good.
