    Hello,

What is the version of SEP installed?

If its MR5 or below then there is a dependency.

With RU5, the Symantec Management Client service has a dependency on the System Event Notification service. If this service is not running, the Symantec Management Client service will not start.

    1. Click on Start > Run and type Services.msc
    2. Right-click on the System Event Notification service and click on Properties.
    3. Under the General tab, verify that the startup type is set to automatic and start the service.
    4. Click OK and start the Symantec Management Client service.

    Hope that helps!!

I have found one solution on that issue, it's temporary bases solution but it's helpful to me.

Replace the "Symantec" folder with working system. (Path "C:\Program Files")

then Start up the services of Symantec.

It's working and symantec client have online connected with SepM.
