    Disable the windows steady state service then install SEP

    Copy the file C:\WINDOWS\system32\ODBCBCP.DLL from a computer with a working SEP to the same location on the faulty one.

    Register the file C:\WINDOWS\system32\ODBCBCP.DLL.

    Restart the computer.  and then try to install SEP

    use cleanwipe tool to unsinstall the product, restart the machine and install SEP.

    I think its a permission issue on this folder

    C:\WINDOWS\WinSxS\x86_Microsoft.Windows.Common

    administrators and system should have full control
    users should have read, list , read and execute,
    run the testsec utility from symantec,
