    Refer this,

Does Symantec Endpoint Protection 11.0 require a license file?
    http://www.symantec.com/docs/TECH103025

It's paper based license. Contract between You and Symantec.

He can still find out how many clients are installed in the logs.

You can get an approximate count from the home page.

You can get a count from the no for the physical computer from the Admin Tab

Number of Physical Computers - This value represents the number of physical computers that have the SEP client installed and that, at some point, have checked-in with the SEP Manager
Number of Registered Users - This value represents the number of users that have logged on to a machine with a SEP client installed

For instance, if Number of Physical Computers says 1000, then that many physical machines have, at some point, checked in with the SEP Manager. Number of Registered Users, under normal circumstances, should be the same value as Number of Physical Computers. There are some instances, however, where Number of Registered Users is different from Number of Physical Computers..

As an example, let's say that there are 50 workstations with the SEP client installed, but there are 150 users, each with their own unique login credentials. Since the 50 computers are going to be shared among the 150 users, the value for Number of Registered Users will be higher than the value for Number of Physical Computers.

Note: These numbers should only be used as an estimate and may not reflect the total number of SEP clients in a given environment.

For SEP 11.x its not that after 800 you won't be able to install the clients or they won't update.

However to count the number you can check the number of clients in the manager and the number of unmanaged clients you have installed. There is no portal that can give this information as this is not tracked by symantec.
