In General, from Asset 7.0, the software license feature shifts from 6.5's software license centric model to a new 7.0 software product centric model.
If you follow this: click on the top menu Home, then Service and Asset Management and then Software Licensing. You will see a web portal on the right hand panel which gives you a list of things you need to consider.
To sum up, you need to:
1. have Software Product, Software Purchase, and Software License resource type instances.
2. Turn on Inventory Solution's full inventory scan, this is to populate the software products and your Software Catalog (Under menu Manage\Software)
3. Turn on Application Metering's Send Monthly Summary setting if you care about usage count on each software product when doing software license complaince reporting.
4. Follow step 3, create Application Metering policy to meter your concerned software product.
(Step 2 - 4 can be accessed from the Software Licensing web portal mentioned above)
5. Create Software License instance and associate it with corresponding software product, software purchase(s).
