Do you have internet connection to SEPM? >>> SEPM IP Address is allowed for access but Proxy is not configured .See my answer below.
Please, Configure Proxy if you are using proxy.I think the server is not able to connect to internet to get the latest Symantec version information.>>> If I configure Proxy than my SEP Manager is not able to get Updates from my LUA (There is no bypass option while configuring Proxy settings) which is why I have disabled the Proxy Option and as a result ,My console doesn't show the Lastest Symantec Version information .For this I communicated with Symantec and they said that I should add their sites to Trusted sites and it should work but that didn't work .
I also think you had installed the server by taking the remote console of the server.>> Not sure but might be the case as it was installed before I joined this company.
Repair & reconfigure the server by taking ILO or Dameware.

@Rafique ,I am aware of the logging options however I wanted to know the cause .
@Mithun ,I can download the indexw file via browser however SEP Manager may not do this since I can't configure proxy for it .If I allow Proxy than it doesn't download liveupdates from my LUA .
