    I don't understand how this works, how can your download randomization be set to a number higher than your heartbeat.  If your heartbeat is 1 hour, how can the randomization window be 2 hours...wouldn't that roll over into the next heartbeat?

    it's just a way to stagger updates

    Why is your randomization set like that? Ideally, you want it lower than your heartbeat.

    What happens if it picks a time 2 hours out for the random download....and then another hearbeat happens again an hour later (before the download occurs)....will it pick a new time to download, or stick with the original time?  If it picks a new time, I feel like that could happen perpetually, and the download would never occur.

    This is technically separate from the heartbeat

    What happens is a client will heartbeat in and it will be notified that new content is available. The randomization window starts (in your case 2 hours) so the client than picks a time within the two hour window to download the new content.

    The heartbeat process continues as normal (client checks back in after one hour as expected). Once the raondomization window has passed, the timer will reset and the process continues again when the next content update is available.
