NAV Corporate 7.6 won't uninstall or re-install

I am running NAV Corporate 7.60 and I can not get it to uninstall.  I tried the uninstall from the start menu and it went half way and then froze.  Now the start menu uninstall is gone.  When I use the Add/Remove programs version, it gets part way and then tells me that a fatal error occured.  When I try to re-install, to then uninstall the new version,  I am told that Norton AntiVirus Realtime Protection failed to load.  Then I get a popup which tell me that "error 1920. Service NAVAPEL failed to start"

Any ideas about how I can get this off of my computer?

Downlaod Windows Installer CleanUp Utility from http://support.microsoft.com/kb/290301 and install the Clean up utility and then select from the menu and Click remove

and reboot the machine
