Need Database Template For Windows

Hello,
I have purchased Symantec DLP solution 15.7. I am planning to install Oracle 19c I just need this database template file for windows by Symantec.
19.3.0.0_64_bit_Installation_Tools_Windows.zip
This file is not available on my product download list. From where can I download this file. Please Help!
