Hi Sukry,
is it new issue that you see in previously working environment? Have you confirmed that there were no changes to the network stack (firewall, proxy, etc.)?
What are the versions of ITMS and Windows Server on your SMP Server?
Have you checked WindowsPatchSupportedResources.cab.TMP in Patch Management\Downloads folder? Does it appear to be corrupted, different to one you can download using other machines?
