 Create Image fails. Access is denied

Trying to create an image for the first time in over a year and running into an access denied error.  I have a client job setup that boots the computer to be imaged into WinPE 11 and then runs the Create Image task (Image type=Disk Image).  This is all setup the way I did this in the past.  However, in the past the image would save to \\Server.Name\NSCap\bin\Deployment\Packages\Images\{PackageID}\cache.  Now the image tries to save to \\Server.Name\pkgsvrhostc$\{PackageID}\cache and fails with the following error:

Error Number: 662
Message: Cannot create image file \\Server.Name\PkgSvrHostC$\{9CD7DBB8-0533-4BFB-A2D6-7DA97E3B9042}\cache\Win11_23H2_Base.gho
Win32 error: (0x00000005)
Message description : Access is denied.

When I check the permissions on the server for this folder, only System has full control.  All other users/groups get read & execute.  These permissions are not getting inherited by the parent folder and seem to be applied when the package is created.

I do not remember what the version was when the imaging last worked, however I am now on 8.7.1.  Does anyone know of a way I can send the Image to the old location or get around the access is denied on new location?

In researching another problem I was having I came across this article:

Uninstalling the Package Service and the Deployment Package Server plugin from the Notification Server has fixed this problem and I am once again able to create images.
