Q1: What does it mean when a credential is enabled but does not have a last validated date? Does this mean the credential is not used/validated yet?
A1: Correct
Q2: What about a credential that has a last validated date of more than 1 year ago? Is the credential being used once and never been used again?
A2: Yes the last validated date tells when last time the credential was used.
Q3: As the credential is not assigned to any user, can the same credential be reused by another user?
A3: Yes

Q: If the administrator set a credential to expire within specified days, can the same credential be reused by another user after setting the credentials back to active?
A: Yes the credential can be unbind to the user where it expired and bind to another user after activating it.
