If you restored your 10.5.1 backup to the 11.0.1 server, it should not require re-enrollment from end users. This is because the users should exist in the database since the data restore. Check if the user in question still exists in Consumers > Users, in the Internal Users section.
If the users are not there, that would explain the behavior. If the users are there, there's something going on with the user association data (things like UUID and such) that is not matching up between client and already existing data, perhaps an issue during the migration process.

We have recently migrated from Symantec Encryption Management Server (10.5.1 MP1) to PGP Encryption (11.0.1). Following this migration, we are planning to upgrade our client machines to version 11.0.1 as well. However, we have observed that after installing version 11.0.1 on end-user machines, the system reboots and prompts for the enrollment process again and it will look like a normal enrolment screen only. Is this a normal behaviour? May I know what should I do if this is not a normal behaviour?
